Dmitri Hvorostovsky sings at the international song contest "New Wave" in the Latvian city of Jurmala on the Baltic coast. The competition ran from July 28 - August 2.

What is this concert and why is Dmitri singing in it? Did he win?

It's a bit like the Eurovision song contest. Dmitri wasn't competing, he was a guest artist at the closing concert. He was singing songs composed by the organiser of the contest, Igor Krutoy, a pop composer with whom he's about to release an album.
